Observatory Unit

The Observatory Unit's mission consists in analysing the innovation elements in education and training systems, with particular focus on public policies and private undertakings (at national and international level), on market trends, and on innovative practices in research, with the aim of designing evolutionary scenarios in the fields of training and education.

Since early 90s, SCIENTER has been developing projects in this area, in the framework of European Community programmes such as DELTA, TELEMATICS APPLICATIONS, IST, Socrates, Leonardo da Vinci and eLearning. In particular, the following projects deserve special attention:

  • L-CHANGE - European Observatory on IST Related Change in Learning Systems- (2001-2003) approved in the 5th (IST) framework programme and co-ordinated by SCIENTER, lead to the creation of an Observatory, which monitors and analyses changes affecting education, training and LifeLong learning as a result of the widespread diffusion of IST. The Yearly Report (2002/2003) synthesises the results of the two years research activity on both current developments and future trends related to Market, Policy, Innovative Practice and Research in Europe and in the US in the field of IST in Education and Training.   • EWATCH - European Electronic Education-Watch (2000-2002) established an observation framework to support the understanding of innovation and change in education systems and policies across Europe brought on by the widespread use of Information and Communication Technologies (ICT) and the emergence of the Information Society. E-WATCH puts the impact of new technologies in the educational field (primary and secondary schools) at the centre of its analysis and one of its major outputs is related to the production of Annual Reports on innovative policies and practice in the school sector at European level.   • DELOS (2001-2003), project co-funded by DG Education and Culture within the eLearning Action Plan, aims at developing indicators for the full understanding of the elearning market in Europe. Organisations such as CEDEFOP, Eurostat, OCSE, and the European Investment Bank have been contributing to the project's activities and to the achievement of consensus on the developed indicators.   • Spot Plus - Students' perspective On Technology in Teaching and Learning in European Universities - Participation and Learning of University Students (2001-2004), project co-funded by DG Education and Culture within the Socrates Programme, Minerva Action, carried out an extensive survey among European students (almost 2000 students were contacted) focused on their perceptions, expectations, and needs about the use of ICT for learning purposes.   • E-Learn (2001-2003), project co-funded by DG Education and Culture in the framework of the Leonardo da Vinci programme, carried out a thematic analysis of those (1st and 2nd phase) Leonardo da Vinci projects which dealt with the use of information and communication technologies for learning and training.   • Sustain (1998-2000), project co-funded by DG Education and Culture in the framework of the Socrates programme - Minerva Action, carried out a thematic analysis of those Socrates projects which dealt with the use of information and communication technologies for learning.
  • MESO - Multimedia Educational Software Observatory (1997-1998), project co-funded by DG Education and Culture, carried out an analysis on "Technological, legal, economic and strategic aspects related to the supply of multimedia educational software" (1999)
  • Open Distance learning Policy Seminar (1999), project co-funded by DG Education and Culture in the framework of the Socrates programme, promoted exchange of views and debate among European policy makers working in the field of education and training, with the aim of supporting the introduction of open and distance learning within existing curricula. The outcomes of the policy seminar have been collected in a publication available in five languages (English, French, German, Italian, and Spanish).
  • Policy Delphi on priority needs for research, study and experimentation in European education and training, project co-funded by DG Education and Culture, carried out an in-depth analysis of the themes developed within EU-funded programmes in the field of education and training, focusing on the factors enabling transfer of innovation and of good practices.
  • Models and tools for the management of the ESF in the EU member states, research funded by the Italian agency for training - ISFOL
